Let’s Talk about EPA RRP! As we approach April 22nd 2010, professional painters and home renovators are gearing up to fully comply with the newly enacted Lead Law. The Renovation, Repair, and Painting Rule was recently administered by the Environmental Protection Agency EPA. Furthermore, such companies working on target housing enterprises must be accredited by EPA, and renovators must complete an EPA-approved course. This is to become certified to perform mitigation and renovation work on pre-1978 target housing.
The law “rule requiring the use of lead-safe practices,” was initially signed in 2008. Effective April 22, however, violators could face heavy fines of $32,500.00 or more. It requires renovators to follow certain strict safe lead mitigation practices and procedures to prevent possible risk exposure. Target housing refers to homes, child-occupied facilities, and schools built before 1978 which test positive for lead paint.
Stay informed!
Homeowners should be informed of the risk exposure to lead by contractors and should receive and acknowledge the EPA pamphlet (Renovate Right) from the contractors. Painting contractors or renovators shall test various part of the surface to detect possible existence of lead in paint. If the contractor determines that the painted surface contains lead they are required to follow the required safety procedures such as containment of work area, use of HEPA filter vacuums, posting signs, and wearing appropriate respirators, etc. Homeowners, planning to paint the interior or exterior of their pre-1978 residence, are advised to contact certified painting companies that are EPA certified and committed to following the safety procedures as it is required by law.
